I ride a cyclocross conversion with 28mm tires, it's just fine over cobblestones.
As for bad drivers, I just try and predict their stupid moves and act accordingly. If someone is being a really dangerous prick (usually a black BMW with tinted windows) I'll just pull over and let them pass.
