I would avoid Hi-Tens and go with 4130 Chro-Mo (or at least Chro-mo). 4130 bikes I've owned have excellent feel and handling - just the right amount of flex, strong, light and fast feeling. Hi-Tens feels brittle and slow to me. I suppose it could depend on the style of bike, to some extent.
