Being a former meter reader for a local utility all I have to say is call the police and file a report (ASAP). There's absolutely no excuse for people to let their dogs run loose. I've had my share of dog bites (none of them serious enough for an overnight hospital stay). I would also get homeowners insurance info (as mentioned above).
