Maybe instead of pushing for Share the Road license plates, we should push for legislation to put more bike-related questions on the drivers license test. That would force the driving instructors to spend more time on it, too.
With a buffer space law for CA, seems like that would happen. Too many cyclists and parents for it not to happen.
