What he said. There are some V-brakes made for the BMX market which have more vertical adjustment, but I don't think they'll elevate the brake shoes 1 1/4". Here's some:

Another alternative would be to find a place to mount a conventional road caliper brake. I don't know- without seeing the bike I can't tell you much.
