I know I've seen that lots of baby strollers use smaller pneumatic "bicycle-style" (plastic mag-style) wheels, but I don't know what the weight loading of these is.

I would warn you about buying similar-style wheels from surplus or general hardware sources. The wheels that are sold for things like garden utility carts are usually a much-lower-quality than you will find in a decent child stroller or a bicycle. The bearings in particular are very cheap--sleeve bearings, or loose ball-bearings in very loose races that totally lack dust covers. The spokes are often welded at the rim, too.

Bikepartsusa only seems to go down to 12"...
