Possible to raise handlebars?

I recently bought a Trek 3900 but I'm having trouble getting things adjusted right. I bought a new Schwinn women's saddle for it since I couldn't take the small hard seat, but I feel like I'm having to push myself up by the handlebars all the time and it's hard on my arms. I've tried tilting the seat angle back but it seems that it's just putting more pressure on my crotch. I'm thinking that handlebars are too low, causing me to bend forward and move my center of gravity over my arms too much. Is there any way to raise them?
