Arkel makes a backpack called the Bug. It is primarily a backpack, but it is designed to hook onto a rack like a pannier. I've read that it is very comfortable and functional. I believe I have the same Orltieb panniers (rollers). The shoulder strap is fine for carrying them around, but it's still somewhat awkward for me.
