Nothing wrong with that, sounds like smart security (minus the top tube lock point) to me. They should do what I do, over secure a beater with two types of locks, junkify/crappify a beater frame with stickers/detritus, and then park next to a nice Cannondale or Gary Fisher that someone else commutes in on. His/her lock doesn't need to be the best, just better than the person's rig next to him/her.
