Trying to replace old cup and cone bottom bracket - need sizing help

I'm trying to turn a 1980-ish Fuji into a commuter bike to beat around on, but it is giving me endless problems. I cracked open the BB the other day to clean and re-grease it, and upon putting the cranks back on I noticed that the thread on the drive side of the spindle was completely stripped, which means there is no way to secure the (square taper Sugino) crank.

The spindle says 3SS on it (the sizing is 68mm). I have not been able to take a digital caliper to it yet (just a metric ruler), but it may be identical to the 3S size on Sheldon Brown's page: http://www.sheldonbrown.com/bbsize.html

Can anyone confirm the sizing, or just generally offer up some advice? Ideally, I'd like to switch to a cartridge BB. Am I right in thinking that a 127 mm Shimano would be the symmetric cartridge BB of choice here? The drive side of the spindle is definitely between 36 and 37.5 MM. I'm at the end of my chain here.
