If you rummage enough, you'll be able to find a slide-in mount that will make a derailleur hanger appear where there once was none. It's how they mounted derailleurs on frames like that way back. Then you can just get a normal tensioner.

our co-op has probably 30 of these, plus another 40 on bikes, i'm SURE if you go to any bike shop or co-op in san fran, they have some stuffed somewhere.
