<-- not an expert, but from what I've learned here:

Not at all, you wouldn't be in any sort of correct position with a bike like that, plus on a downhill you would want easier access to your brakes if god forbid something happens, and you would have a hard time getting to them, aside from the fact that moving your head about an inch lower really wouldn't gain you 1-2 mph on a completely un-aero bike.
