Technically it's a nut as mentioned. However to better describe it when you go to the LBS I'd call it "...one of those sleeve nuts that goes onto the mounting stud for a caliper brake" and then tell them how long you need it since they come in a couple of different lengths. Then they'll know that you need the one that fits into the fork or brake bridge rather than an external regular nut.
