You want to let it dry more between coats. And don't spray them down so thick, just barely enough so that you have a smooth finish. Enamel also "rolls out" and flows and gets smoother for a long time after you spray before it dries, something like 15-20 minutes. So spray a barely thick enough layer to be smooth and it flattens out and gets glossy right before it dries. Spray no more than 3-4 layers and wait about 2-3 hours between coats.
At this point, you have no option but to strip and re-paint. Use much better high-quality 2-part epoxy paints from automotive suppliers. Ends up costing less than rattle-can paint once you get over 1-quart.
I agree on the use of a 2-part automotive product. Produces much better results. Pretty expensive though and requires special equipment to spray.
Regarding waiting between coats, this is not recommended for Rustolium; recoat time is less than one hour. If you want beyond this time with Rustolium, the under coat layers will wrinkle. Sad but true. Best to follow the manufacturers instructions.
