Actually, it's pretty clear from your picture that there are 12 splines.
The only BB's that I know of that use that kind of BB interface are Campy's. The Park BBT-5 is the correct tool for that BB. And, it also works on Campy cassette lockrings ;-))

Note that this is the pre-1985 style remover. Later-style freewheel tools, like the Park FR-1:

will not work- they're larger in diameter.
