Ok, I took it off the bike and held it over a cup and sprayed wd-40 through it. I then let it sit a few minutes, then followed it up with a spray of Slick-50 lube. Let that sit a few minutes, then spayed it out again with WD-40, shaking it in all directions to get it everywhere inside. let it drip 'dry' for about 5 minutes, then took the cable end, and locked it in a vise so I could provide some tension. I then began to work the inner lever, which finally began to click out the shifts. So I went up, down several minutes, then finally I clicked it down and removed the cable. Yay! So I put some new cables and other bits on order (new 12-27 cassette as my niece would not like my 'corncob'). Next I am going to clean up the other shifter. I hope she likes the bike after all this.
