23.8mm refers to the outter diameter of the handlebars (everywhere except where the stem clamps) and is pretty standard for "road" bars.

However, the inner diameter can vary from bar to bar. Generally, bar-end shifters require the inner diameter at the ends to be within a particular range. Chances are the bars you're looking at have too small of an inner diameter.
