Ive sold many, many, many, conversions for $300.00-$400.00, and unless one gets the frame for free its a fair price I usually pay around $100.00 for a decent frame/bike (like the one your looking at) and around $200.00/$250.00 for a set of cheap-er flip flop wheels, and thats not counting tires, tubes, and the work! So yeah, I think its a fair price (but Id still offer $300.00! )
Ya definately was gonna offer less. I'm gonna go take a look at it today.


If you follow the link, he's selling 'Vintage bikes for hipsters.' That alone would make me not buy.
