It appears as though the list wasn't necessarily ranking the 10 trails in order of greatness, that's just the order that their respective articles appeared in the mag. I think they were trying to be very diplomatic about representing trails from each area of the country instead of loading it up with Utah, Colorado, and BC trails. Which was a good thing, IMO.
