Anyway, after loosening the expander wedge bolt (on the top of the stem) you tap it with a hammer. This should loosen the stem and allow it to be removed from the steerer tube of the fork. You don't remove the wedge bolt completely, because there's no need to, and it keeps all the parts of the stem together.
Both bikes were found on the streets behind my house. Some parts are good (only about 10%) which I'll be keeping then the rest is going to be removed.

Wedge bolt? Which is the wedge bolt? The one on the top of the stem?
