If you want your hub flanges to explode, go ahead and put proper tension on a hub that

a) wasn't designed for radial lacing, ESPECIALLY 12 spokes on 36
b) not warrantied for radial lacing

You will need to get a custom drilled phil wood 12 hole rear hub if you want that to stand any chance of surviving. Those shamals were designed for internal nipples, your only real choice if you want to run regular spokes is to lace them up, and then use a spoke washer + inverted nipple.

You'll need a park internal nipple wrench to true/tighten them. That is, assuming you're building them yourself.
