I lived in singapore for 11 years and I bike around a lot. I lived in Clementi and used to bike around almost everywhere. Singapore is a small place, it took me only 45 min from Clementi to East Coast Park on the first attempt, 20 min to Orchard road via ulu pandan.
I love to ride at night, after mid night. The roads are very bright and condition is excellent, not many cars too. An over night bike trip will be the best as it will be cooling too.
Well, Singapore is in the tropics, so there will be rain, very hard rains that will only last about 30 min to 1 hour. You can always take shelter, or just ride on as you will dry up pretty soon anyway
