Those first five layers of safety are something that are within my span of control, though, and address at least partially your sixth layer in that my vigilance can at least help keep me less vulnerable to the dingbat motorists. Until negligent or overly aggressive motorists are routinely prosecuted for manslaughter in these sorts of incidents, the problem is likely only to worsen.
