It would be essentially the reverse of the standard QR to bolted flop, as shown in that thread. You can also look at exploded diagrams for bike hubs. I don't know if you can definitely convert a track hub to QR but it really can't hurt to try out the front wheel on a cheap hub first. All you're going to be doing is finding a compatible hollow axle for your hub, it's just guess-n-try until you get the right size and length. That's where bike church might come in handy.

Even if you just convert the front to a QR pitlock, that's one U-lock down.
