Is 300 bucks really that low ball for a used track frame?

OK, well, what are some good entry level track frames? How much do they cost?
I'm not going to be riding it on the track that much I just want a single speed to sprint on that is stiff to put up with my 200lbs!

Also, where is the used market, like I mean it seems that a lot of people switch out their learning frames to better ones, well where do you get a hold of one of these?

(NOTE FRAMESET ONLY and I'M NOT AGAINST STEEL Forks or Frames//does anyone ride steal on the track anyways?)
