It's really not good for the brake pad to rub on the tire. Even if it's only a lit bit now, as the pad wears down on the rim it'll start wearing more into the tire.
That's not a strong enough statement. If your brake pads touch your tire even a little it'll blow out your tire sidewall faster than you'd ever imagine.
