The blue stuff on the bearing shells is a threadlocker that has been preapplied. Do not remove it. The sam stuff should also be on the pinch bolts or single fastening bolt for the non-drive side crankarm. Again, leave it there and install the bolts as you normally would.

My guess is that your syringe is the Loctite 641 as the external bearing cranks don't usually require any grease for installation.

On rereading your post, it sounds like you have some leftover blue threadlocker inside of your bottom bracket shell. I would remove as much of that as possible before installing the new cups. If the hardware supplied by FSA does not have any type of threadlocker preapplied, I would apply something like this to the threads: http://www.amazon.com/Loctite-Thread.../dp/B000XSGJKY
