Not quite right. Oregon House Bill 2186 would ban certain aftermarket parts from being installed onto vehicles in order to reduce greenhouse gases. Primarily aimed at tires and other performance equipment. The intro is here:

I suppose you could stretch the definition of "aftermarket part" to include racks, etc., but that does not appear to be the intent of the bill at all.

Plus the govenor would be committing political suicide if he tried to ban racks, etc.
