1.4 mm round down is safe to do on the front wheel. There just might be some thread showing, but as long as we are not talking several millimeters that should be safe.

You might get away with using only 295 mm spokes on the rear, but you can easily risk that they are too long and therefore that it will cost more money than if you had more suitable spoke lengths from start. I wouldn't do it myself.
