Dude. You're not getting it.
If he 'converts' his Allez into a TT bike with aerobars, set forward post, and a stem to get low enough (if needed) he has the fit for a TT setup. This is the most bang for buck way of getting a TT rig in terms of price
erformance.
Sure, he could save a second every mile with a dedicated TT rig, but this will be much faster than just clip ons on his road bike.
