Yes. It's been well-documented that using a cell while driving is not merely "distracted driving," it's impaired driving, equivalent to a .08 BAC. And text messaging has the added issue of drivers taking their eyes off the road so they can read and send text messages.

If cell use while driving is impaired driving, then the solution is obvious-- make cell use while driving equivalent to DUII.
