I do that here in spain. in small towns, to me, people are quite courteous, they stop at pedestrian crossings and pile up behind a cyclist without honking. so I let them go if I am going slow. never experienced that in philly.
also, sometimes, riding with yuba mundo, I occupy a lot of space and I go slow, so let them go.
