Both? How can you ride in both? A car can, but a bike only has two wheels. Its either in the lane or on the shoulder.

The question is pretty clear. Clean, fine shoulder wide enough for a bike. Period. Now if there was an obstruction in the shoulder one might go into the lane, but then it's not a "clean fine shoulder" is it?

So ... several renegade posters have said "both". With the powers vested in me, I will allow you to reply here. Given the exact wording of the question, please explain "both".
