Looks like they broke the rear axle at some point, either that or a precaution for a heavier rider. It should
be a quick release, not a bolt on. Hub looks correct though.
EDIT On second look, that is a Shimano
pie plate. Should be Maillard Helicomatic if memory serves. Mine stayed stock about an hour once I got it home

It is a bit of a puzzle... Sachs/Huret derailleurs (Rival RD) with Shimano indexing shifters that don't match?
The wheelset is SR hubs/Araya rims w/presta... don't know how the pie plate got there.
Thanks for the help with the ID. I was giddy when I got it free of the bedsprings and refrigerator doors. When you see presta valve stems and Reynolds decals, you know you're on to something! And it's my size to boot!
