Been riding a few years so have plenty of topcoats for rain. Starting at the bottom a showerproof that is just that- heavy rain will go through it. A pertex for Misty conditions but this is not waterproof. A Polaris smock that is waterproof and warm- mainly for winter rides but it does not keep heavy rain out . Then there is the goretex- completely water proof and expensive.

If rain is expected- I look to see how heavy it will be. Light showers in warm conditions and probably don't use anything.

So how much rain and how heavy? If I am unsure then it is the Goretex.

And for the legs. Unless it is Muddy- Raining hard or cold rain- I just wear shorts. Otherwise I use ordinary unpadded cycling tights just to keep the dirt or stinging rain or cold off the legs.
