They seem to be the cheap "universal" wrenches that came with kids/Department store quality bikes in the past. They fit various axle nuts and other bolts.

The operatrive word is "cheap". They werw basically sheet metal and of little to no value as tools. They may have some collectors value but as tools they are useless.
