The $300 bikes at Walmart are the old 2008 EZIP models. Once they sell out, the price will probably go back up to $399 or higher. Other retailers already have the new 2009's, and the price is definitely higher. If you want a rock-bottom price (with a heavy steel frame and possibly an old battery!), these prices will last as long as the old bikes remain in stock...
