just ride really fast, the wind will give as much resistance as you could want.
Alternatively, if you want the workout to last longer, use old hubs and overtighten them completely, use a fixed gear with the chain tension too high so the chain binds, use a really high gear, fill your tubes with water, tow a trailer with sails on it, use the biggest panniers possible, clamp your brakes against the rim, run a very low tire pressure, have as upright of a position as possible, attach plastic fairings sticking out from your frame to catch all the wind as possible, ride through grass/the ditch, periodically powerwash your bike and all the bearings until they are crunchy and rough, or fill the frame tubes with lead shot.
I think that just about covers it.
