I wouldn't suggest 700x23's. As stated earlier, you'll enter a whole new world of harshness. Plus, your wider rim is going to change the intended profile of the tire (it won't corner as well), and you open up the greater possibility of pinch flats.

There are lots of good, light, fast-rolling 28's out there. Buy one of them.
