Birthday suit in the summer. As with all cycling shorts, you don't want to wear anything under the bibs on the bottom.

In the fall and winter, I wear a Craft Windstopper T-shirt under the bibs, and possibly tights or a jacket over the top. Some people wear a light-weight wicking T-shirt under the bibs in summer, but I've never found it to be necessary. I throw my Primal Wear jersey over the top of the bibs and I'm fine.
