Those instructions are for removing a track cog. What you have is a freehub with a splined cog and spacers. Incidentally, it looks from the picture like you're a spacer short. Does your cog slide back and forth a little?

My guess is that the hub is shimano splined, which would mean you need to FR-5 tool from Park and a chain whip to get the lockring off. You can make the chainwhip yourself if you have a chain tool and an old chain that you don't mind breaking apart.
