My first thought was heat shrink tubing. An alternative is short sections of small diameter plastic tubing. Hobby shops should have it as it's used a fuel line for gas powered model planes.

What I've done is cut off the excess stay length after fitting and aligning the fenders. I cut the stays just past flush with the clamps so there is almost nothing sticking out to get cut on. File the ends smooth to remove the cutting burr.
