I have to wonder if that chase was totally necessary, if the shopkeep recognized the bike and really was sure enough it was the stolen one (to give chase) wouldn't it have been simpler to keep the thief distracted at the counter, while someone runs outside and locks it?

This gives me a great idea for a security device(use normal locks too, this is last resort), suppose you add a wheel lock onto your bike, which by default is open and does nothing. However if a secret key is not inserted, will automatically engage once the bike reaches a given speed... nothing like going over the handlebars in traffic to stop a thief dead... (maybe have an audible alarm also go off)
