I-5 Over the Columbia

It has a bike/ped lane on each side (one north one south) that is about 4 feet wide. The enterances/exits to these lanes are at the bridge ends for the most part. I'm having difficulty riding south bound in the early afternoon (about 3:30) and other riders coming north bound on the southbound side. Now I realize there is now law about it since it's a path, but wouldn't ettiquete dictate that you ride on the appropriate side. Most of the poeple that ride here are not what I would call cyclists so I don't try educating them on the proper thing to do, but I've had a run in with 1 particular fellow that seems a cyclist and refuses to ride appropriately.
I'm at the point where I've told him that I will block his path evertime I see him, and maybe he will tire of it and start using the other side. i'm I the a-hole or should I continue my course of action.
