One advantage for leaving the fenders on all the time is that I will be used to them, especially with the toe overlap issue. Kinda stink to be used to no toe overlap, load up on tour, and then run in to the problem.
I don't take them off, but I also don't usually ride the touring bike unless actually going touring. I guess if I lived somewhere that was really dry and I only had one bike I might take them off.
The toe overlap thing is a complete non issue for me. I bump the tire or fender once or twice on a new bike and just automatically adjust. After that I never even notice. I guess I am lucky that way.
