Based on all the Shimano part numbers the mfg. date is '91-'92 - can't get any closer without knowing what those serial numbers mean....
A Rover STI with 200GS should be a 1991 model. The 1990 model was the Rover 200, while the 1992 Rover STI used Shimano 100 GS.
