Need help--building an old peugeot

Hey all. So I am new to building a bike and I have already gotten a lot of invaluable information from these forums. I figured it is time that I rely on your expertise to help me out. I am attempting to build a bike and wanted to build up an old peugeot. I found an old peugeot on craigs list for 70 bucks (see my blog for picture, its the one all the way at the bottom in blue http://jordisnewbike.blogspot.com/). I thought it was a good project bike, a little rusty but the lugging looked nice and I had heard Peugeots were good bikes. After doing some research, I think the bike is a 1973 A08 (I'm not sure so if anyone can help with that...). The bike is already seeming to be more trouble than its worth and if I am going to put a lot of work into a bike, I feel like I want it to be awesome. Is it worth building it up? I'm looking to build a relatively light, cool looking, vintage road bike or fixie. Should I scrap the frame and keep looking? Any and all advice would be helpful. Thanks!
