I can vouch for the
Endura Gridlock jacket. It's a mid-weight breathable, wind and water-resistant hard shell jacket that got me through the whole of an Upstate NY winter last year, and well into our cool, wet spring. It has sufficient ventilation that I can wear it up to about 50°F, and as an outer layer into the depth of winter.
And of course, it meets your price point.
MY LBS stocks the line, so you may want to check around locally. Alternatively, Arkel
sells them online. Sizing is true.
