I bought a house in South Central Los Angeles and have seen the worst of the worst, most on bikes. I always ask myself:
1. Where are they riding to in the middle of the day?
2. How long have they been riding on a flat?
3. Don't they realize their bike is too small?
4. When was the last time they lubed their chain
5. How are they able to ride after hitting the pipe?
