I think those are vertical dropouts, and if they aren't, those are the dreaded cantilevered dropouts, that tend to crack.

If those are indeed vertical dropouts, then I would look elsewhere, as the only real means of turning that bike into a fixed wheel is by using a white industries ENO hub. It's a perfectly good, but pricey option.

If they happen to be horizontal, or even semi-horizontal, then all you really need is a 26 inch fixed wheel (probably a custom build), a set of track chainrings, and a new bottom bracket to get the chainline right.
